August 2, 2011 – The newly elected leaders of the Emergency Nurses Association (ENA), a non-profit professional organization of more than 39,000 members worldwide, represent the expertise of the nation’s top emergency care professionals dedicated to health care safety and reform. Their terms begin January 1, 2012.
The ENA board of directors provides overall direction for the nation’s premier emergency nursing association. ENA serves the emergency nursing community through research, professional development, publications and injury prevention programs.
Newly-elected board members are:
2012 ENA President-elect (will serve as the 2013 President)
JoAnn Lazarus, MSN, RN, CEN, (Longview, Texas) Vice President, Emergency Services, Blue Jay Consulting, LLC, Orlando, Florida
During her 30-year career as an emergency nurse, Lazarus has been a staff nurse, flight nurse, clinical educator, pre-hospital educator, director and consultant. She is currently the vice president of operations, emergency services, for Blue Jay Consulting, working with emergency departments to improve operational effectiveness.
Lazarus has held several positions with ENA, including secretary/treasurer, board member, ENA Foundation trustee and secretary, and chairperson of the Leadership Conference committee. At the state level she has served as president for both the Louisiana and Texas state councils.
Lazarus holds an associate degree in nursing from Louisiana State University, a Bachelor of Science degree in nursing and a Master of Science degree in nursing administration from Northwestern State University. She has been a certified emergency nurse since 1980 and is a member of the Sigma Theta Tau International Nursing Honor Society.
2012 ENA Secretary/Treasurer
Deena Brecher, MSN, RN, APRN, ACNS-BC, CEN, CPEN, (Wilmington, Delaware) Clinical Nurse Specialist, Emergency Department, Nemours/A.I. duPont Hospital for Children, Wilmington, Delaware
Brecher is a clinical nurse specialist in the emergency department at the Nemours/Alfred I. duPont Hospital, where she helped the hospital develop and implement the Certified Pediatric Emergency Nurse exam. She has served on the Board for Certification in Emergency Nursing (BCEN) pediatric expert panel, and also was a BCEN item writer and a member of the Exam Construction and Review Committee.
She has received numerous awards, including the Nemours Image of Nursing Award and the Micromedix/ENAF Best Nursing Abstract Award. She was also part of the Delaware ENA Education Committee that received ENA’s National Team Award for its work educating emergency nurses in Delaware and surrounding states.
Brecher holds a certificate in pre-hospital emergency medicine from the Center for Emergency Medicine in Western Pennsylvania, a Bachelor of Science degree in nursing from the University of Pittsburgh and Master of Science degree in nursing from the University of Texas Health Science Center.

Michael D. Moon, MSN, RN, CNS-CC, CEN, FAEN, (San Antonio, Texas) Instructor, University of the Incarnate Word, San Antonio, Texas
Moon is a member of the faculty at the University of the Incarnate Word Ila Faye Miller School of Nursing. His 24-year nursing career includes working as a critical care staff nurse, emergency trauma staff nurse, nurse educator and charge nurse. He is a national speaker on emergency nursing and leadership issues and has testified before the Texas Legislature on trauma care. Moon is a contributing author to several journals and is currently an item writer for the Board of Certification for Emergency Nursing.
He has served as the Texas ENA state president and is a fellow of the Academy of Emergency Nursing. Moon is listed in Who’s Who Among America’s Teachers, was named Teacher of the Year by Texas Tech University Health Sciences Center Student Center and has received the South Texas Image Maker Award. He is a charter member of the Iota Mu chapter of Sigma Theta Tau International Nursing Honor Society, the Golden Key Honor Society and the Pi Lamda Theta Honor Society.
Moon holds a Bachelor of Science degree in nursing from Texas Tech University Health Sciences Center and a Master of Science degree in nursing from the University of Texas Health Science Center.

Karen Wiley, MSN, RN, CEN, (Omaha, Nebraska) Staff Nurse, Emergency Department, Alegent Health Immanuel Medical Center, Omaha, Nebraska
Wiley has been a staff nurse in the emergency department at Alegent Health Immanuel Medical Center for 18 years. Prior to working in the emergency department she has worked in various health care settings and critical care.
She has served as the Nebraska State Council president and as the Nebraska Government Affairs chairperson. Wiley has been a member of the Psychiatric Care Committee and served as the chairperson of the Work Team that developed the Workplace Violence Toolkit.
She has received the Nebraska Nurses Association Image of Nursing Award, which recognizes outstanding dedication and commitment to the profession of nursing.
Wiley holds a Bachelor of Science degree from Creighton University and a Master of Science degree in nursing from Nebraska Wesleyan University.

Ellen H. Encapera, RN, CEN, (Huntington Beach, California) Recently Retired Clinical Nurse 1 Cardiovascular Cath Lab Department Full-time Staff Nurse, Hoag Memorial Hospital Presbyterian, Newport Beach, California
Encapera’s clinical nursing career has spanned more than 40 years. She has served on several ENA committees, including the Membership Committee and the Nominations Committee, of which she was the chairperson. Encapera has served on the California ENA State Council and Chapter Relations Work Group and the International Task Force. She has been a delegate to the ENA General Assembly since 1991. Under her leadership, the California State Council won two National ENA Best State Council Achievement Awards for Best Membership Retention and Recruitment.
Encapera is the chair of the Orange Coast Emergency Nurses Association (OCENA) Membership Committee, Chapter Board and a member of the Education Committee. She has served as president and as secretary of the OCENA Chapter and as State Secretary. She is currently the State Membership Chair for the California ENA and member of the California ENA Education Committee.
Encapera holds a diploma from the University of Pennsylvania School of Nursing.
